CONFOTUR is the Dominican tourism-incentive regime under Law 158-01. It is granted to an individual project by resolution, and when a unit is covered the buyer typically avoids the transfer tax and the annual property tax for the exemption period tied to that project. It is never granted to a zone. If nobody can show you the resolution number, treat the exemption as absent.

## Why a Punta Cana buyer should care
CONFOTUR moves real money at two points: the roughly 3% transfer tax at closing, and the 1% annual IPI on value above the exempt threshold. On a 300,000 USD purchase that is a five-figure difference over a holding period, which is why it appears in almost every sales deck here. It also has an end date, so a resale unit may carry only the remaining years — or none at all.

## Common mix-up
The most common error is hearing "Punta Cana is a CONFOTUR zone" or "Cap Cana is CONFOTUR". No zone is. Two towers on the same street can differ, and one phase of a project can be covered while a later phase is not. Ask for the project name, the resolution number and the date, and have your own lawyer verify it.
